In 1989, Homer and Alice Drew began caring for homeless animals in Warren County and formed the Animal Welfare Association (AWA). Alice continued working with the group after Homer's death and expanded it to include multiple foster homes, pet adoption through and working with first responders (911) on emergency animal calls. In 2000, she gave notice to the Warren County Commissioners that AWA would no longer perform that service for the county. In parallel, a second rescue group known as Homeward Bound worked with the City of Warrenton in a fostering and adoption program for the citizens of Warrenton through the city animal shelter. A group of "Concerned Citizens", realizing they were living in a county with no animal control or shelter, formed CCAC (Concerned Citizens for Animal Control of Warren County) in 2001. CCAC is a 501(c)3 not for profit organization working with AWA and Homeward Bound towards the goals of a shelter, animal control, education and population control of animals in Warren County.
